Lauren E. De Witt
Lauren De Witt is an attorney in our Business Section. Her practice focuses on public finance and economic development. She has experience assisting as bond counsel to the State of Louisiana and various local governmental issuers, including the Louisiana Local Government Environmental Facilities and Community Development Authority, the Louisiana Public Finance Authority, the Louisiana Correctional Facilities Corporation, the Office Facilities Corporation, the Boards governing the University of Louisiana System and the Louisiana Community and Technical College System in transactions involving a broad range of different types of municipal securities issues, including general obligation bonds, special revenue and lease revenue bonds, tax increment financing bonds, special assessment bonds, and certificates of participation. She has also assisted as underwriter’s counsel to national and regional investment banking firms and as bank counsel, issuer’s counsel, and trustee counsel in connection with public finance transactions.
Lauren’s economic development practice involves working with political subdivisions to create special districts to aid with the financing of economic development projects. She has experience negotiating and drafting payment in lieu of taxes (PILOT) agreements and other types of tax sharing arrangements and cooperative endeavor agreements between public bodies and private organizations, as well as filing bond validation and cooperative endeavor agreement validation suits and counseling clients with respect to pending litigation. She also has experience drafting legislation and counseling clients with respect to pending legislation.
Lauren received her law degree cum laude from Cumberland School of Law in 2013, where she served as an associate editor of the Cumberland Law Review. Before that, she received her Bachelor of Science in Accounting cum laude from the College of Charleston in 2010. Outside of the practice of law, Lauren enjoys volunteering with a variety of civic and charitable organizations and was recognized in 2018 as a Great Futures Honoree by the Boys and Girls Club of Baton Rouge.
